These grape shears are from MEMA of Sweden. I believe they are electro-plated silver over brass (Hence the EPB mark). The center piece where the pivot screw is has the maker's mark "MEMA EPB SWEDEN."
These shears measure 13 cm and do have some scratches and discoloration commensurate with use. Please examine the photos carefully and do let me know if you need more as I'll be happy to oblige.
Grape shears were invented in the 1800s and used at the dinner table, sometimes as part of a set that included a grape stand. As you can see, the handles are longer than the blades to aid in cutting the grape stalks/stems.
