These rolling papers from France (Zig-Zag and JOB) and Italy (Luce) are probably circa early 1900s, but I'm specifying the date as circa 1930s to err on the side of caution. The Zouave on the Zig Zag is still used to this day, but this is an older pack of papers.
I don't believe the packs have been used.
